I used to use Photoshop on my old computer and made some cool tags..now I only have the software that is on my new computer (not sure what it is.) So far, I can see that my signature automatically comes up when I reply to a message but not when I start a new topic.
You need to upload your photos or tags to a place like photo bucket, then they have different codes you can copy and paste it into your signature in your profile. Hope that helps. Someone just heped me out wih it the other day...lol

but I know when people make them, they use a program called Photoshop. Other then that I have no idea..sorrry
